Ng Chee Meng: NTUC's AI Strategy for Singapore's Workforce Transformation (2025)

The future of work is here, and it's powered by AI. But how do we ensure that workers aren't left behind in this technological revolution? That's the question NTUC Secretary-General Ng Chee Meng is tackling head-on. He's calling for a continued people-centered approach as AI reshapes jobs and industries in Singapore.

At the NTUC Ordinary Delegates’ Conference, attended by 1,400 union delegates, tripartite leaders, and guests, Mr. Ng emphasized the need for NTUC to support workers in navigating the changes ahead. He wants NTUC to be 'AI-ready', exploring how AI can boost efficiency and productivity. But here's where it gets controversial: he also stresses the importance of fostering a culture that embraces change and integrates the collective efforts of the last 17 years into the NTUC's DNA.

Mr. Ng highlighted that the global economy and trade uncertainty, alongside the rapid advancements in AI, will create challenges. Companies may become more cautious about hiring, which could increase job security concerns for workers. Therefore, NTUC must stay strong and relevant, ready to support workers, including PMEs, to seize opportunities and address challenges.

Progress Since 2023

The Labour Movement has made significant strides since the NTUC National Delegates’ Conference in 2023. For instance:

  • Nearly 3,700 Company Training Committees (CTCs) have been formed, exceeding the 2,500 target set in 2023.
  • CTC Grants have benefited 10,000 workers, with wage increases averaging 5 percent above their annual increment.
  • Cluster-level CTCs with key partners are expected to benefit 45,000 workers and 600 SMEs.

And this is the part most people miss: NTUC's success in securing the landmark Platform Workers Act, which now covers nearly 70,000 platform workers, extending CPF, work injury compensation, and representation to them. NTUC will also amend its constitution to welcome Platform Work Associations as full affiliates.

Focus on Members

Meanwhile, efforts to engage PMEs and youths are gaining traction. The Mentors Network now has 1,500 mentors guiding close to 1,000 PMEs, and the NTUC Youth team continues to build youth mindshare through various programs.

NTUC's digital drive has improved member services, reducing membership activation time from five days to almost instant and cutting service costs by 34 percent. Mr. Ng reaffirmed NTUC’s commitment to uplift every worker’s Wages, Welfare, and Work Prospects, with membership already surpassing 1.4 million and on track for 1.5 million by 2030.
