Welsh Council Rejects 99% of Pothole Claims: What Does This Mean for Drivers? (2026)

Roads riddled with potholes? You're not alone. A recent investigation reveals a startling reality: many local councils are rejecting the vast majority of pothole compensation claims. This is a huge task to keep roads at a respectable standard.

This article, updated on December 31, 2025, sheds light on the growing issue of pothole-related damage and the challenges drivers face in seeking compensation. The RAC (the Royal Automobile Club) conducted a comprehensive analysis by submitting Freedom of Information Act requests to 207 councils across Wales, England, and Scotland. The findings are quite revealing.

The data paints a clear picture: pothole compensation claims have surged over the past few years. From 2021 to 2024, claims across 177 local authorities increased by a staggering 91%, jumping from 27,731 to 53,015. This indicates a significant deterioration in road conditions across the UK.

But here's where it gets controversial... Some councils are faring much worse than others. Gloucestershire, Worcestershire, Medway, Carmarthenshire, and Telford all rejected a staggering 99% of claims received in 2024. To put this in perspective, that's 534, 146, 142, 113, and 76 requests refused, respectively.

Bridgend County Borough Council stands out, having paid out on 9 out of 54 claims, which is approximately 16%.

In Wales, Wrexham paid the most, at £2,026 per claim for 38 claims, totaling an estimated £76,991.

Simon Williams, head of policy at the RAC, highlights the gravity of the situation: "The massive three-year rise in pothole compensation claims made by drivers shows what a huge task it is returning the roads to a respectable standard. Drivers are still suffering the consequences of years of neglect to Britain’s local road network. But even if you submit a compensation claim the odds aren’t good with around 40,000 requests for reimbursement turned down in 2024 alone."

And this is the part most people miss... While the situation is concerning, there's a glimmer of hope. Councils received slightly fewer pothole compensation claims in 2024 than the year before. The UK government has allocated a record £1.6 billion for road maintenance in England and has mandated that local authorities detail their preventative maintenance plans. Furthermore, multi-year settlements are now in place, providing councils with the financial certainty needed for long-term maintenance programs.

Overall, Derbyshire County Council saw the most dramatic increase in claims, rising from 224 in 2021 to 3,307 in 2024 (an increase of 3,083). Glasgow City Council followed, with claims more than doubling from 1,140 in 2021 to 2,794 in 2024 (up 1,654). Oxfordshire County Council came in third, with claims increasing from 488 in 2021 to 1,941 in 2024 (up 1,453).
